Rumors: Slowdown theories & April referral batch rumors

Here's the week's digest of hot rumors:

Possible reasons for the slowdown . . . This list is heavy on theory and light on fact. But hey, it's helpful when friends ask why everything is so slow and then don't like your answer of "no one really knows." Start with #1 and just keep reading until they say uncle. No one is privy to the real reason, so one theory is just as speculative as another:

1. The CCAA is purposely slowing things down as to not go over the maximum yearly limit they have set for number of adoptions from China
2. More people in China are adopting children so domestic adoptions are displacing international ones
3. The upcoming CCAA move has thrown a monkey wrench in the schedule
4. There was a massive increase in applications during spring of '05 and the CCAA is still trying to recover from those numbers
5. There aren't enough "paper-ready" children
6. The CCAA has stopped processing children from Hunan because of the child trafficking news stories
7. The CCAA is purposely slowing down all adoptions because of worldwide scrutiny from the Hunan trafficking news stories
8. The program is winding down and is in danger of closing (note, CCAI agency told its clients this week that the CCAA has repeatedly assured them that China adoption will continue for many years to come)

How many days will the next batch of referrals cover? . . . I refuse to get caught up in rumors along this vein this month, so this is the shortest version I can write, going from most optimistic to least optimistic (stop at #1 if you're looking for the sweet spot). Reminder, these are all rumors (conjecture, made-up, wild guesses, wishful thinking, gossip, flailing, etc.):

1. Referrals will come in later this month and will include LIDs up to June 10. This batch will include more than previous batches because May was a massive month. They'll be getting back to "normal" now. June was a little smaller than May, and July was even a little smaller than June.
2. The April referral batch will cover May 31 to June 3.
3. It will take the CCAA three months to get through the June LIDs (ie: some June LIDs will be contained in each of the April, May, and June referral batches).
4. The April referral batch will only include May 31 because there were so many logins on that day.
5. The April referral batch will only include part of the May 31 LIDs, but not all of them.

That's all for this week. I haven't seen anything "official" (meaning an actual agency publishing something on a web site), for any of the next referral batch rumors. So in my opinion they're just a bunch of second-hand whisperings at this point.
