Fact: TAs delivered for Sept referrals

TAs (travel approvals) are starting to roll in. I've seen at least two Yahoo group announcements that folks received them today. Pretty fast turnaround this time again. Referrals came in on 9/25 and TAs started coming in 21 days later, on 10/16.
